Thinking about divorce does not constitute a divorce according to Islamic law, based on the Prophet's (peace be upon him) saying: "Indeed, Allah has pardoned for my Ummah what they whisper to themselves, as long as they do not act upon it or speak of it." However, if a man pronounces divorce to his wife, intending divorce, then her divorce occurs when the condition upon which it was made contingent is met. It is not a requirement that the words be directed to the wife or anyone else.
