What is the ruling on residing in Germany—with a request for asylum and financial aid from the government—and the ruling on the salary disbursed to the resident?

It is not permissible for a Muslim to reside in thefar lands (lands of disbelievers) except out of necessity or a dire, religiously recognized need, due to the corrupting influences that result from it. For one for whom residence is permissible, it is permissible to accept aid and facilities if the conditions for them are met. If a Muslim enters their lands with a covenant of security, he is obliged to fulfill the terms of this security as long as he resides therein.
