What is the religious ruling regarding a wife completing her university education in her home country after marriage and moving to her husband's country, with his oscillating between refusal and approval?

The husband must fulfill the conditions agreed upon at the time of the marriage contract, even if they were not written. The fact that the husband cannot bear to be separated from his wife does not justify his failure to fulfill her condition. It is advisable for the spouses to reach an understanding to combine both interests, such as studying in the country of residence or studying remotely. This right belongs to the wife, and if she wishes, she may waive it and forgo her studies. Sheikh Ibn Uthaymin mentioned that the wife has the right to travel if she desires, unless the condition was for her to remain to care for her incapacitated parents.
