It is not permissible to borrow from usurious banks to pay off a debt, as this is usury itself. The creditor must grant the one in hardship a respite, as Allah Almighty says: "And if there is one in hardship, then grant him a respite until a time of ease." Usury is one of the great major sins, and it is not permissible to resort to it except in a dire necessity that does not exceed the removal of that necessity.
