Is it permissible to recite the ruqyah on someone who is in a state of janabah or on a menstruating woman?

It is permissible to recite the Ruqyah (Islamic incantation) over a person who is in a state of major ritual impurity (junub) or menstruation (ha'id). Furthermore, it is permissible for them to recite the Ruqyah themselves, as the small portion of the Qur’an used for seeking refuge is not prohibited for a person in a state of major ritual impurity. This includes Ayatul-Kursi (the Verse of the Throne), Surah Al-Ikhlas, Al-Mu'awwidhatayn (Surah Al-Falaq and Surah An-Nas), and the Ruqyah itself.
