What should a person do who is being harmed by a disobedient person using Jinn against them and wishes to get rid of this harm, while fearing reciting Surat Al-Baqarah and questioning the effectiveness of supplication and when it will be answered?

It is recommended to recite Surat Al-Baqarah and Ayat Al-Kursi to expel devils and for protection, as stated in the Sunnah.

One must also resort to Allah Almighty and engage in abundant supplication and insistence therein, as it is one of the strongest means to avert or alleviate affliction. Supplication is the weapon of the believer that wards off and remedies affliction, and prevents its occurrence. Indeed, supplication and affliction may be equal in strength.
