The Sunnah for all supererogatory prayers (rawātib) is to recite silently, whether it be the two rak'ahs before Fajr (raghībat al-Fajr) or any other. Qadi Iyad narrated from some of the Salaf that they would recite aloud in the Sunnah of Fajr, while the majority (jumhūr) recited silently. Some scholars hold that night supererogatory prayers are recited aloud, and day supererogatory prayers are recited silently. According to this view, raghībat al-Fajr would be recited silently because it is a daytime supererogatory prayer. If raghībah is missed, it should be made up in its original manner of silent recitation, as the jurisprudential rule states: "Making up a prayer mimics its original performance."
