If the sale of entrusted items (al-'uhad) is done with the permission of the official in charge, for the benefit of the work, and the Islamic legal guidelines for sale are observed, then there is no harm in it. However, selling them without the permission of the official is not permissible, because they are a trust (amanah) and it is not permissible to dispose of them except with the permission of their owner or someone acting on their behalf. The difficulty of purchasing work supplies does not permit disposing of entrusted items without prior permission. In the event that work cannot be completed due to the unavailability of supplies, there is no sin upon the worker, and the official does not have the right to hold him accountable until the supplies are provided.
