How should emigration from the lands of disbelief be, and is it permissible to take money from them for children or money saved from work when intending to emigrate?

Based on previous fatwas, it is permissible to take money from non-Muslim countries if it is a donation and not obtained through deception. As for money that is due, such as deductions from salaries, it is permissible to claim it. It is also permissible to use deceptive means to obtain it if it is withheld, provided that no harm or corruption results from such actions.
