Is it permissible to feed the needy in any place, given that circumstances did not allow for feeding except in a specific place?

It is permissible for the sister who asked the question to give out the expiations (kaffarat) in a country other than the one in which they became obligatory upon her. The فقهاء (jurists) have stipulated the permissibility of transferring expiations from the country in which they became obligatory, because the covetousness does not extend to them as it does to zakat.
