Is it permissible to give expiatory charity (kaffarah) to an international charitable organization operating outside the country where the giver resides, given that there are poor people in his own country? And is the food provided by the organization (such as rice) sufficient if distributing various food items is among its activities?

There is no objection to entrusting a charitable organization to pay expiation (kaffarah (definition)) to its deserving recipients, even if they are not from the same country as the person paying it, as the relied-upon opinion permits transferring expiation from one country to another. The organization must be informed that the payment is for expiation so that it can be disbursed in accordance with its lawful channels and in the amounts prescribed by Islamic law. If the organization fails to adhere to this, then you are obliged to pay the expiation yourself or appoint someone to pay it correctly.
