Is it permissible to pay the expiation for an oath (kaffarat al-yameen) as stipulated in verse 89 of Surat Al-Ma'idah by sending money to a charity for feeding ten needy people, knowing that the money will reach the needy in full? And who is the poor person (faqir) or the needy person (miskin) who deserves to be fed?

If there are no eligible recipients of Zakat in the giver's country, it is permissible to transfer the expiation (kaffarah) to another country through a trustworthy individual or a reliable organization, provided that it reaches the deserving recipients mentioned in the Quran. It is not permissible to pay money in lieu of the specific acts stipulated for expiation. A poor person (faqir) or a needy person (miskin) is one who does not find sufficient of their essential needs.
