Is it obligatory to re-pay the expiations for oaths (kaffarat al-yameen) that were given to a mosque, which later turned out not to feed ten needy persons as was initially stated, keeping in mind that the majority of mosques and charitable organizations in the city, along with its religious scholars, issue fatwas permitting the feeding of fewer than ten needy persons multiple times, and that it is difficult to find ten deserving needy persons to feed? And is it permissible to give the expiation to a family consisting of twelve needy persons?

In the expiation for an oath (kaffarat al-yameen), ten needy persons must be fed. It is not sufficient to feed fewer than ten, nor to repeatedly feed the same needy person. This is the view of the majority of scholars. If the association has fed only seven needy persons, then you must complete the expiation by feeding three more needy persons. The primary responsibility for this lies with those in charge of the association, but since this may not be possible, you should complete the expiation, and what has already been given will be considered charity. No one bears the sin of another, for each person is responsible for themselves. If you cannot find ten needy persons in your country, you may feed the available ones repeatedly on different days until the number is complete, or transfer the expiation to another country where needy persons are present. It is permissible to give the expiation to a family of twelve persons an amount sufficient for ten, and the excess will be considered charity.
