Is the meaning of "abṣara" (he saw) in the Hadith merely seeing, or seeing accompanied by the arousal of desire? And does the Hadith apply today, after familiarity with mixing and looking at women without the arousal of desire?

The aforementioned Hadith was narrated by Muslim from Jabir, and its purport is that a woman approaches and withdraws in the image of a devil, and that whoever sees a woman and is attracted to her should go to his wife to extinguish what is within himself. The intended meaning of "seeing" here is that which arouses desire or admiration for women, and this matter is palpable, for a woman once passed by the Prophet, peace and blessings be upon him, and aroused his desire, so he went to one of his wives. Scholars have said concerning the meaning of the Hadith that a woman resembles the devil in her whispering and arousal of desire, due to what Allah has instilled in the hearts of men of inclination towards her. The Prophet, peace and blessings be upon him, guided that if a man's desire is aroused, he should have intercourse with his wife to soothe it, gather his heart, and ward off the whispers of the eye. This indicates that intimacy with one's wife is among the most beneficial means of suppressing the self from becoming attached to strange women, and it is more protective of one's private parts and more lowering of one's gaze, due to the natural inclination of men towards women, and for this reason, the command to lower the gaze was given.
