What is the ruling on saying "Allah Ghalib" (God is Predominant/Triumphant) in the context of protesting the failure to do something or to fulfill a promise?

The statement made by someone, "Allah is Predominant" (Allah Ghalib), is permissible if it is intended to describe Allah with attributes of might, power, and overwhelming dominance. However, if it is intended to excuse shortcomings or disobedience, then it falls under the prohibited act of using destiny (qadar) as an argument, because destiny is to be invoked for calamities, not for faults. The believer is commanded to be keen on what benefits him, seek Allah's help, and not be helpless. In the event of a calamity, he says: "It is Allah's decree, and what He willed, He did." But in the case of faults (sins), it is not permissible to use destiny as an argument; rather, repentance and seeking forgiveness are obligatory.
