Does "He who slaps faces, tears garments, and cries out with the cry of the Days of Ignorance is not one of us," and "Whoever cheats us is not one of us" mean that the perpetrator of these sins is excluded from the Muslim community?

Ibn Hajar said in Fath al-Bari, explaining the Prophet’s (peace be upon him) saying: “He is not of us”: that the meaning is he is not of our Sunnah and our way, and it does not mean expelling him from the religion. The benefit of this wording is to strongly deter from committing the sin. It was also said: The meaning is he is not upon our perfect religion, meaning he has deviated from a branch of the religion, even if he still holds to its root. This indicates that he is not outside the fold of Islam, and there is a consensus on this for whoever does not consider that act permissible.
