Is it permissible to draw faces of animate beings in children's stories and magazines while omitting some facial features to avoid resemblance to Allah's creation?

The forbidden images are those of animate beings, based on the saying of Prophet Muhammad: "Give life to what you have created." Images with incomplete features are not included in the forbidden images, because they do not resemble Allah's creation, as stated in the fatwas of Sheikh Muhammad ibn Salih al-Uthaymeen.
