It is permissible to supplicate against an oppressor, for the Prophets and Companions supplicated against oppressors, and this is a form of permissible retribution. However, forgiveness and patience are better, as Allah Almighty says: "So whoever pardons and makes reconciliation - his reward is due from Allah." Some scholars mentioned that not supplicating against an oppressor is better if their oppression is not widespread, but if their oppression becomes widespread, then supplicating against them is better.
