The fatwa is that the person seeking guidance should proceed with the matter and not abandon it unless Allah diverts them from it. Istikhara (seeking Allah's guidance) is not prescribed for reprehensible matters, such as a woman traveling without a mahram (unmarriageable kin). Therefore, istikhara is not permissible for such matters, nor is it permissible to embark on them.
