Is it permissible to spend the salary received by the Imam for his absence from congregational prayers in the spiritual development of the mosque, such as a Quran memorization center and distributing booklets?

The Imam must fulfill the trust placed upon him and maintain the five daily prayers in the mosque designated for him, unless he has an emergency excuse that prevents him. If he is late for prayers without a legitimate excuse or permission, the responsible authority has the right to deduct from his salary an amount commensurate with the duration of the delay, or to pardon him provided they are informed, and it is not sufficient for the Imam to give the amount as charity.
