What is the ruling on speaking with a girl with the intention of marriage during Ramadan, with the mothers' knowledge, and before the engagement?

A young man's call to a foreign (non-mahram) woman is forbidden by Islamic law, even if he intends to marry her, due to the temptation and corruption it entails. This prohibition is even more severe in Ramadan because sins are amplified in this blessed time.
