Wiping the face and hands in must be generalized, and rings, bracelets, and any barrier preventing dust from reaching the skin must be removed. If it is impossible to uncover the limbs that must be washed or wiped for Wudu', and if it is not possible to uncover enough of the face and hands for Tayammum, then one prays in their current state without Wudu' or Tayammum. The inability to use the two purifiers (water and dust) is equivalent to their absence.
