What is the ruling on wearing the Punjabi?

Islamic Sharia has not specified a particular dress for women. Rather, a woman may wear whatever she wishes, provided that it is modest, loose, non-transparent, and does not resemble men's clothing. The "Punjabi" dress is permissible for a woman to wear in front of other women and her mahram relatives if the conditions are met, and if the blouse is loose and long, reaching at least to the knees, while being careful not to follow fashions that violate Islamic dress.
