Fatwa summary: As long as the inquiree can guide the way, she should try more than once to contact her relatives present in those countries so she can authorize them to perform the duty. She can also authorize Al Rajhi company or any other trusted companies to do so. There is no blame on her for any delay since it is unintentional. If she cannot find anyone to deputize her for slaughtering the sacrificial animal in Mecca, then she should fast for ten days as she is considered incapable, whether these days are consecutive or separate. It is also noted that if menstruation is the reason for not performing the farewell circumambulation, she is not required to offer a sacrifice or fasting because the farewell circumambulation is waived for menstruating women and those in postnatal bleeding.
