Will God punish disbelievers who never received the message of Islam?

Allah does not punish anyone until proof is established against them, based on His saying: "And We would not punish until We had sent a messenger" (Quran 17:15), and His saying: "Messengers delivering good tidings and warnings, so that mankind would have no argument against Allah after the messengers" (Quran 4:165). Therefore, whoever has not received the call of Islam, their ruling is like that of the people of the fatrah (the period between two prophets).
