Is it permissible to remove the tribal name from the civil status card and suffice with the family name, out of a desire to abandon tribal fanaticism, and does Islam encourage this?

Islam affirmed a person's affiliation with their tribe for the purpose of mutual acquaintance, not for pride. What is blameworthy is bigotry towards it in falsehood. Allah Almighty said: "O mankind, indeed We have created you from male and female and made you peoples and tribes that you may know one another." Therefore, there is no need to remove the tribal name from the ID card, as its presence is for identification, not for bigotry. However, if it is removed, there is no harm.
