When does the time for the Friday Prayer, considered valid for a person afflicted with urinary incontinence, begin, and is it permissible for him to perform ablution before the Adhan, or must it be after?

The time for Jumu'ah (Friday prayer) begins with the sun's decline, according to the majority of scholars. It is not permissible for a person afflicted with سلس (urinary incontinence) to perform ablution for it until its time has begun. The Hanbalis, however, hold that the time for Jumu'ah is the same as the time for Eid prayer, and some of them opine that it starts from the sixth hour (before the sun's decline). It is considered that the Hanbali madhhab has some merit and can be adopted when there is a need, even though acting upon the opinion of the majority is preferable. A fatwa has been issued stating that there is no blame upon a person afflicted with سلس if they adopt the Hanbali opinion, performing ablution for Jumu'ah a short while before the sun's decline if they wish to arrive early or if performing ablution after the sun's decline is difficult for them.
