Is the cuffing or folding of trouses legs forbidden in Islamic law?

What is forbidden concerning gathering up clothes or hair is that which occurs during prayer, due to the Prophet's (peace be upon him) saying: "I was commanded to prostrate on seven bones... and not to gather up clothes or hair." As for gathering up clothes and hair outside of prayer, there is no harm in it. In fact, it is necessary to gather up trousers and the izar (lower garment) if they hang loosely below the ankles, whether during prayer or otherwise, because letting garments drag is forbidden by Islamic law.
