What is the ruling on a young man's feeling of guilt for not being able to emigrate for the sake of Allah due to lack of money and means, while being unemployed?

If the questioner intends emigration from Tunisia, then there is no reason for him to feel guilty for not emigrating from it, as it is a Muslim country where religious rituals are performed, and its mosques are thriving. Emigration from a country is not obligatory unless one does not feel safe in it for himself or his family from religious persecution, or is unable to perform his religious rituals therein. Emigration is obligatory for those who are able; as for others, they are excused, as Allah Almighty says: "Except for the oppressed among men, women, and children who cannot devise a plan nor find a way. Those - it may be that Allah will pardon them; and Allah is ever Pardoning and Forgiving." (An-Nisa: 98-99) If emigration becomes obligatory for the questioner for some reason, and he does not possess the means or the money, then there is no blame upon him for staying, and he must strive in the way of Allah and be patient.
