Is the intention to perform Hajj counted as Hajj for someone who intended to perform Hajj and died before fulfilling it?

If a Muslim intends to do a good deed but is unable to perform it, he is still rewarded fully, as the Prophet (peace and blessings be upon him) said: "Indeed, Allah has recorded good deeds and evil deeds, and then He clarified that. So, whoever intended a good deed and did not do it, Allah records it for him as a complete good deed."

If the deceased left behind wealth sufficient for Hajj, her heirs are obligated to perform Hajj on her behalf or to hire someone to perform Hajj on her behalf, based on the Prophet's (peace and blessings be upon him) statement to the woman who asked him about her mother, who had vowed to perform Hajj but then died: "Yes, perform Hajj on her behalf. Do you not think that if your mother had a debt, you would pay it off? Fulfill Allah's right, for Allah is more deserving of fulfillment."
