There is no objection to housing the Imam in the room attached to the mosque, and for him to carry out his permissible activities there. This is considered part of his remuneration, and there is no violation of the mosque's sanctity in it. As for his occasional delay in prayer, he should be advised and reminded of his primary duty as an Imam. The mosque administration should take the necessary measures to prevent his violation of the contract terms.
