Is it permissible for a Muslim to pray Dhuhr at home on Friday due to unstable security conditions and the real threat of bombings and targeting of mosques?

Among the excuses that permit absence from Jumu'ah prayer and congregational prayer in the mosque is fear for oneself from harm. So, whoever fears harm to himself, such as being killed, if he goes to Jumu'ah and does not find a safe place, then there is no blame upon him for staying away from it, and he should pray Dhuhr.
