The meaning of "Bismillah" (In the name of Allah) is: I begin my work seeking assistance from Allah and requesting blessings through His Most High Name. The prepositional phrase (Jār wa Majrūr) relates to an omitted verb, placed at the end and appropriate for the context. Thus, the تقدير (implied meaning) of "Bismillah" is: I recite, or I write, or I eat, and so on. It is not correct for its meaning to be acting on behalf of Allah, as the context of the situations in which "Bismillah" is uttered clarifies the impossibility of this meaning in relation to Allah, the Exalted.
