Is the mention of "In the name of Allah, what Allah wills, there is no power except with Allah" ورد in the Qur'an or Sunnah?

There is no authentic hadith that encourages the recitation of the phrase "Bismillah, ma sha' Allah, la quwwata illa billah" collectively. The hadith reported regarding this is weak and denounced. Nevertheless, it is permissible to say them sometimes as dhikr (remembrance of Allah).

The Basmala (Bismillah) is prescribed when performing permissible acts and acts of worship, and it is disliked or forbidden when performing forbidden or disliked acts. It is from the Sunnah to say "Tabarak Allah" (Blessed is Allah) or "Ma sha' Allah" (as Allah wills) upon seeing something admirable, based on His (the Almighty's) saying: (And why did you, when you entered your garden, not say, 'What Allah willed [has occurred]; there is no power except in Allah'? ) [Quran 18:39]. This was commanded for anyone who fears the evil eye upon something.
