How can I be sure of my ability to interpret dreams, and what are the ways to develop this skill?

A Muslim should focus on beneficial knowledge, righteous deeds, and gaining a deep understanding of the religion, for life is short and does not encompass all sciences. Seeking, teaching, and inviting to Islamic knowledge are among the best things a Muslim can do. Engaging in dream interpretation holds no good; it may disturb one's thoughts and cause anxiety. This is a knowledge that Allah bestows upon whomever He wills among His servants, and not everything written about it is correct.
