Is it true that supplication on the Day of Arafah is answered, and that a year will not pass without it being answered?

Al-Tirmidhi narrated that the Prophet, peace and blessings be upon him, said: "The best supplication is the supplication of the Day of Arafat, and the best of what I and the Prophets before me said is: 'None has the right to be worshipped but Allah, alone, without partner. To Him belongs all sovereignty and praise, and He is over all things competent.'" Scholars have unanimously agreed that the supplication on the Day of Arafat is mostly answered, except for those who transgress in their supplications. Some scholars are of the view that this virtue is specific to the pilgrim, while others hold that it is general, encompassing both the pilgrim and others, though it is more emphasized for the pilgrim. As for the saying that no supplication turns from one state to another except that it is answered, we have not found this in the words of the jurists, and it is based on experience, not on text. Supplication does not necessarily have to be answered exactly as it was made; rather, it is an act of worship for which a person is rewarded, and Allah may hasten its fruit in this world or postpone it until the Hereafter.
