Is supplication on the Day of Arafah answered for those not performing Hajj?

The Day of Arafah is a tremendous day on which Allah frees His servants from the Fire. It is a day when supplication is best, and the best of what was said on it is: "There is no god but Allah alone, He has no partner. To Him belongs all sovereignty and all praise, and He is over all things competent." The virtue of supplication on this day extends to Muslims in all lands and is not limited to pilgrims, even though the pilgrim has a double virtue, combining the virtue of time and place. Some of the Salaf, such as Ibn Abbas and Imam Ahmad, permitted gathering in mosques for supplication and remembrance on the Day of Arafah, even though it was not reported from the Prophet, peace and blessings be upon him.
