Is there a fatwa from Al-Albani stating that the imam does not need to say "Allahu Akbar" when rising from the prostration of recitation during prayer?

The majority of scholars hold the view that it is legislated to say takbir (Allahu Akbar) when lowering for and rising from the prostration of recitation (sujud at-tilawah) during prayer. They base their argument on the general meanings of the hadiths which indicate that the Prophet, peace and blessings be upon him, would say takbir for every lowering and rising in prayer, and by analogy with the prostration of forgetfulness (sujud as-sahw).

However, Sheikh Al-Albani is of the opinion that it is not legislated to say takbir when lowering for and rising from the prostration of recitation during prayer, due to the absence of a specific text that proves it, and due to the weakness of the hadith narrated by Ibn Umar which mentions takbir.
