Is it permissible for a wife to take her husband's money without his permission, and what is the expiation for that if it occurs?

It is not permissible for a woman to take her husband's money without his permission, unless he falls short in providing for her and their children. In that case, she may take what suffices her in a reasonable manner, as the Prophet, peace and blessings be upon him, permitted Hind bint Utbah. If she took the money without any shortcoming on the husband's part, then she must return it to him, even if it is without his knowledge, if she fears his anger.
