Commercial insurance is fundamentally prohibited due to its inclusion of gharar (excessive uncertainty), qimar (gambling), and unlawful appropriation of people's wealth, based on the Almighty's saying: "O you who have believed, indeed intoxicants, gambling, [sacrificing on] stone altars [to other than Allah], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful" (Quran 5:90), and His saying: "Do not consume one another's property wrongfully" (Quran 2:188). A person may be excused for participating in it under specific circumstances; otherwise, voluntary participation is not permissible, and the mere fear of future harm does not permit it.
