Is it permissible to be detailed in supplication, such that one supplicates to Allah Almighty to facilitate his moving to such-and-such a place at such-and-such a time? And is this considered an act of transgression in supplication?

If the supplicant desires to reside in a country for a religious or worldly benefit linked to a specific time, then there is no harm in his supplication, but it is disliked to be excessive in detailing it. It is preferable for the supplication to be comprehensive, encompassing the good of this world and the Hereafter, just as the Prophet, peace and blessings be upon him, preferred comprehensive supplications, such as Allah’s saying: (Our Lord, give us in this world [that which is] good and in the Hereafter [that which is] good and protect us from the punishment of the Fire). Elaborating too much in supplication is prohibited, as in the hadith of Ibn Mughaffal and Ibn Sa'd ibn Abi Waqqas, who considered it an transgression. Generalizing the supplication and seeking what is best from Allah is better for the servant, for Allah's choice is better than the servant's choice for himself.
