Is it permissible to support programs that teach Islamic knowledge and sound doctrine, which are organized by reliable Islamic institutions in Europe, and does this support fall under the categories of Zakat expenditure, specifically under the heading: "for the cause of Allah"?

The aforementioned courses and similar ones do not fall under the categories of zakat expenditure "in the way of Allah" (fi sabilillah), because what is meant by that are those engaged in jihad. However, if the teacher or student is poor, they may be given from zakat due to their poverty, based on Allah's saying: "Zakat expenditures are only for the poor and for the needy."
