What is the ruling on solemnizing a marriage contract after performing a complete second 'Umrah, if this second 'Umrah is considered a completion of the first 'Umrah that was invalidated by intercourse, and the pilgrim is obligated to perform another 'Umrah?

Upon entering into Umrah, one is obligated to complete it, based on the words of Allah Almighty: "And complete the Hajj and the Umrah for Allah." One cannot exit the ritual state except by completing the ritual, or by exiting it if a condition was stipulated and that condition was met, or due to being prevented (from completing it). The person who did not complete his first Umrah and started a second Umrah remains in his first state of ihram until he performs the second Umrah and exits from it correctly. His second Umrah then takes the place of the first one that he did not complete. As for the transgressions of ihram that he committed out of ignorance before performing the second Umrah, it is hoped that he will be excused for them, and nothing is required of him except that, as a precautionary measure, for transgressions involving damage (such as cutting hair and trimming nails), he must offer a fidyah (expiatory sacrifice). As for the marriage contract, if it was concluded after completing the second Umrah and exiting from it, then there is no harm in it. However, if it was concluded before that, then it is invalid according to the majority of scholars.
