Is it permissible to pass in front of worshippers who are praying outside the Prophet's Mosque in Madinah?

The jurists have agreed that passing behind the sutrah does not cause harm, and that passing between the worshipper and his sutrah is forbidden, and the one who does so incurs sin, due to the saying of the Prophet, peace and blessings be upon him: "If the one who passes in front of a worshipper knew what was upon him in sin, it would be better for him to stand for forty (years) than to pass in front of him."
