Is it permissible to break the fast in Ramadan due to the long duration of fasting in Germany, where the call to Fajr prayer is made twice (at 3:00 AM and 4:30 AM) and for Maghrib prayer at 10:00 PM, and if breaking the fast is not permissible, then at which of the two Fajrs should one begin fasting?

A traveler is permitted to break their fast and make up for it later. If a traveler intends to reside in a country for four days, they become a resident and are obligated to fast, according to the majority of scholars. As for abstaining from food for the fast, the second Adhan (call to prayer) at the true dawn is what is to be considered, because the first Adhan is to alert those who are asleep, based on the Prophet Muhammad’s (peace be upon him) saying: "Let not Bilal's Adhan prevent any of you from taking your suhoor (pre-dawn meal), for he calls the Adhan — or he said — calls out at night, so that your worshipper may return and your sleeper may wake up."
