Does verse 240 of Surat Al-Baqarah establish maintenance for a widow during her waiting period before the distribution of the inheritance, or is it abrogated due to her inheriting one-eighth or one-fourth, and who determines this maintenance?

A woman whose husband has died is entitled to neither maintenance nor housing, for the Prophet, peace and blessings be upon him, said: "Maintenance and housing are only for a woman if her husband has the right to take her back." The ruling of the verse: {And those of you who die and leave wives should bequeath for their wives a year's maintenance and residence without expulsion} has been abrogated by the verse of inheritance, so the woman is now entitled to one-fourth or one-eighth of what the husband left behind.
