What is the ruling on saying: "O heedless ones, Allah is with you" at specific times?

The phrase "O heedless ones, Allah is with you" (يا غافلين لكم الله) is used in some countries to indicate that Allah is with the oppressed or those who are unaware of the consequences of their actions, and that Allah defends them. There is no religious impediment to saying this phrase.
