How is the remembrance of blessings, as Allah Almighty commanded in His saying: "O you who have believed, remember the favor of Allah upon you when armies came against you, and We sent upon them a wind and armies you did not see. And Allah was Seeing of what you did" (9), is it meant to speak of it before people or merely to remember it?

The command to mention blessings in the verse means: recalling them with the heart, tongue, and limbs. Remembrance with the heart means: acknowledging that they are from Allah. With the tongue: speaking of them and expressing praise. And with the limbs: using them in obedience to Allah. Scholars have clarified that mentioning a blessing is an act of gratitude for it, and that it combines recognizing the blessing, accepting it, and praising the Bestower for it. This praise can be general (describing Allah with generosity and munificence) and specific (speaking of the blessing reaching you). It has been said that speaking of blessings also includes inviting to Allah and conveying His message, but the correct view is that it encompasses both types.
