What is the ruling on selling the right to reside in a state-owned house, knowing that this deprives other eligible individuals, and what is the ruling on subletting this property without the knowledge of the responsible authority?

We understand that the state grants some employees the right to reside in houses belonging to it, and this right transfers to others when the first employee no longer needs it. Accordingly, it is not permissible for an employee to sell or rent out this right to others, as this violates the condition of entitlement, based on Allah’s Almighty saying: "O you who have believed, fulfill [all] contracts" (Quran 5:1), and the Prophet's (PBUH) saying: "Muslims are bound by their conditions in what is permissible."
