Why did the Companions narrate more legal rulings than Qur'an?

The Companions transmitted the Quran and the Sunnah, including the legal rulings contained therein. The Quran was transmitted through continuous, successive narration (mutawatir) from the Prophet, peace and blessings be upon him, while some parts of the Sunnah were not mutawatir. The Sunnah and the Quran contained jurisprudential rulings, either explicitly stated or derived through inference. These rulings were more widely transmitted due to the Companions' need to know them and act upon them.
